At Santa Barbara Neighborhood Clinics (SBNC), we're driven by a clear vision: "Healthy People, Healthy Communities." Our mission is steadfast—to deliver high-quality, comprehensive, and affordable healthcare to everyone, regardless of their financial situation, in a nurturing environment that champions respect, compassion, and dignity.


SBNC plays a crucial role in the community, providing a healthcare safety net. Currently we treat 1 in every 10 individuals in South Santa Barbara County. For over 52 years, we have been a cornerstone of healthcare in our community, attending to more than 20,000 patients annually across four medical clinics, two dental clinics, a bridge clinic focusing on substance use disorders, and with enhanced care management services. We continue to make a significant impact, one patient at a time.




An FQHC, or Federally Qualified Health Center, is a community-based healthcare provider in the United States that receives federal funding to offer comprehensive primary care services to underserved populations, regardless of their ability to pay.


Key Features of FQHCs:

  • Serve medically underserved areas and populations.
  • Services are provided on a sliding fee scale based on a patient's income and family size, ensuring that care is affordable for everyone.
  • Comprehensive care services focused on whole-person care and prevention treatments.
  • At least 51% of the board of directors must be patients of the health center, ensuring the community has a say in how the center is operated.
  • FQHCs receive funding under Section 330 of the Public Health Service Act and are eligible for enhanced Medicare and Medicaid reimbursement. They also receive malpractice coverage under the Federal Tort Claims Act (FTCA).


The primary goal of an FQHC is to reduce healthcare disparities by improving access to care for vulnerable populations, such as the uninsured, underinsured, individuals experiencing homelessness, and residents of public housing. In short, FQHCs are a cornerstone of the U.S. safety net system, delivering high-quality, affordable care to those who need it most.
